Circular Economy Package - Commission presents first proposals

The European Commission adopted an ambitious Circular Economy Package, which includes revised legislative proposals on waste to stimulate Europe's transition towards a circular economy which will boost global competitiveness, foster sustainable economic growth and generate new jobs.The Circular Economy Package consists of an EU Action Plan for the Circular Economy that establishes a concrete and ambitious programme of action, with measures covering the whole cycle: from production and consumption to waste management and the market for secondary raw materials. The annex to the action plan sets out the timeline when the actions will be completed.

On 17 March 2016, the Commission presents first deliverable of Circular Economy Package with new rules on organic and waste-based fertilisers in the EU. The proposal result from studies already started in 2010 as given in the indicative road attached to this email. This states an ex-post evaluation concluding that the Regulation had been effective in meeting its objective of simplifying and harmonising the regulatory framework in relation to an important part of the fertiliser market.It further states that the Regulation could be more effective in promoting innovative fertilisers, and that adjustments would also be needed to better protect the environment.

The draft Regulation will now (press release March 2016!) be sent to the European Parliament and Council for adoption. Once adopted, it will be directly applicable, without the need for transposition into national law, after a transitional period allowing companies and public authorities to prepare for the new rules. The proposal for the regulations states a date for entry into force of 1 January 2018!
