Public Consultation on the CPR started 22nd January

On January 22, the European Commission has started a Public Consultation on EU rules for products used in the construction of buildings and infrastructure works. The Construction Products Regulation (EU) No 305/2011 (the CPR) aims to make the single market work for products used in the construction of buildings and infrastructure. For this, the CPR provides rules on assessing the performance of construction products and on communicating the assessment results, through a common technical language (consisting mainly of the harmonised European standards and European assessments documents) to be used everywhere in the EU. Construction products assessed in line with the CPR rules carry the CE marking. Since its introduction problems with the implementation were identified and some countries were put to court as their rules being in conflict with the CPR. Several sources, such as the 2016 report on the implementation of the CPR, opinions from the REFIT platform and studies on European construction sector regulations have also identified issues affecting the functioning of the CPR. Following the publication of the July 2016 implementation report, the Communication Clean Energy for all Europeans announced a possible revision of the Construction Products Regulation in November 2016 and launched an evaluation and an impact assessment by July 2017 to assess the performance of the CPR and to provide an evidence-based comparison of the various options for the future, as an input for the decision to revise. The public consultation started January 22 aims to give all interested citizens and stakeholders the opportunity to contribute to the exercise and give their views on key issues relevant for the evaluation and impact assessment. In providing this opportunity, this consultation supplements previous, more targeted consultations of stakeholders. The consultation will inform the Commission's evaluation and impact assessment report and the legislative proposal accompanying the report, if the outcome of the evaluation points towards the need to change the EU rules on construction products.
